Industrial action changed - London Underground’s breaches of casualisation dispute settlement

Further to my previous correspondence with regards our Casualisation dispute, your General Grades Committee has reviewed the situation and decided to amend the industrial action. The below action is now CANCELLED:-

Train Operators will not stop at stations which do not have the minimum number of station staff on duty.

Train Operators will not stop at any station if despatch is carried out by staff that are not trained, qualified and licensed to CSA level in all aspects of their duty.

All other industrial action we have called remains in place. In order to minimise confusion and make sure members know the position clearly, please find below a list of the action which is STILL ON. Until further notice LU members remain instructed: -

  • Not to co-operate in any way with the counting of Incident Customer Service Assistants (ICSAs) towards the minimum number of staff on duty for a station to be open to passengers.
  • Members acting as ICSAs should withdraw from the station and refuse to be counted should the number of station staff fall below minimum numbers.
  • Station Supervisors should deploy ICSAs (and Travel Ambassadors) only to duties on the 'unpaid' side of the ticket barrier.
  • Station Supervisors should count only London Underground station staff fully trained, qualified, licensed and familiarised to a minimum of CSA level - not ICSAs - towards the minimum number of staff on duty, and will close (or not open) a station that does not have the minimum number of station staff on duty.
    Should a station fall below minimum numbers, station, revenue control and engineering staff should go to a place of safety.
  • Service control staff should not participate in procedures being carried out at any station which remains open without the minimum number of staff on duty.

Additionally, despite the above action affecting drivers being cancelled we remain concerned about platform duties being carried out by unqualified staff such as ICSAs. Therefore Driver members should, in the appropriate circumstances, seek confirmation that anyone carrying out platform duties is a member of London Underground staff, fully trained, qualified, licensed and familiarised to a minimum CSA level.

Management are in fundamental breach of our 2008 agreement and we cannot allow them to continue undermining jobs and safety in this way. I urge members to continue your support for our campaign and to stand firm.
