Tube Bosses Transfer & Promotion Policy Unacceptable

TRANSFER POLICY – LONDON UNDERGROUND (LUL/16/2)

Further to my previous Circular (IR/124/15, 14th May 2015), the Lead Officer has discussed the legal findings with the Stations and Revenue Functional Council Secretary and advised that LUL’s proposals for the T&P have not changed and remain unacceptable. The Company still want to remove the right to nominate for promotion to grades for which a licence is held. They are also proposing to remove payment for Higher Grade Working until three consecutive shifts have been worked.

There is a new rule going live on May 4th, OSN 118. This would see trains running in passenger services with no direct contact the controller. This is obviously an unacceptable risk to the RMT.

We have had various meetings with LU on this matter and we have continually objected to its introduction. As LU were intent on imposing this on us we have contacted our Head Office with a view to escalating the matter. You will be hearing from our union top brass in due course on this matter.

Power Control Strike - Safety Information

  • LUL document reveals power control strike could lead to line suspensions
  • Attached below is LUL 'change assurance plan' and information which can be displayed in depots and other relevant workplaces.

As you may be aware our power control room members are currently taking industrial action. This action started at 20.00hrs on July 1st and is scheduled to run until the 20.00hrs on July 15th.

The Train’s Safety Council met with management prior to earlier planned action by these workers to discuss how this would impact on the safety of drivers.

Every Job Matters Strike Details

Tube Union RMT confirmed today that following a ballot of members across London Underground in a dispute over jobs, services and safety that recorded a massive vote for both strike action and action short of a strike members are instructed to take action as follows:

Strike Action

  • Members except drivers to cease work between 12.00 hours on 4th February until 11.59 hours on 6th February.
    • Driver members not to book on for any shifts between those hours.

Significant Breakthrough Reached In Revenue Control Industrial Relation Breakdown

We note the report from our Regional Organiser, and the verbal report from our LUL Revenue Control representatives that there has been significant progress on the issues that our members raised. We remain vigilant and instruct the General Secretary to obtain a report from our representatives and place this in front of us within 28 days.

Unfilled Revenue Vacancies Unacceptable Says RMT

We note the report from our Regional Organiser, and the verbal report from our LUL Revenue Control representatives that a significant number of vacancies remain unfilled. This is an unacceptable situation, as it is increasing our members’ workload, blocking promotion and transfer, and denying job opportunities at a time of high unemployment.

We instruct the General Secretary to obtain a report from our representatives and place this in front of us within 28 days.
