Further to my circular IR/465/19 15th November 2019, your NEC considered a recent report from the lead officer as well as correspondence from LUL received following discussions held under the auspices of ACAS. Having considered the current position the NEC decided that we should discuss the issues most recently raised by our negotiating team through the machinery and that we should also consolidate our already gained commitments from LUL.
WORKING TIMETABLE 44/45 (WT44/45) TRAIN OPERATORS, BAKERLOO LINE - LONDON UNDERGROUND (LUL/14/2)
Our Industrial and Health and Safety representatives on the Bakerloo line have been raising serious concerns over the implementation of Working Timetable WT44/45 which has been in place since May 2019. We firmly believe this timetable is failing and is causing undue stress on Train Operator members.
Driver’s Cab Security System
RMT Trains Health and Safety Council members today met with LU management and LU engineers, in the latest of a series of meetings to discuss the driver’s cab security system.
Recent meetings have focused on the timings around drivers over-riding unauthorised access to the driver’s cab. Consideration also has to be given to access in an emergency should the driver become incapacitated.

That we note the resolution from the well-attended Special Meeting yesterday evening of our Bakerloo Line Branch; and that:

That we note the resolution from our Finsbury Park Branch and the report from our Lead Officer regarding the indefensible treatment of our Member, Piccadilly Line management.
We instruct the General Secretary to arrange an urgent meeting of our Piccadilly Line IR Reps, Senior Assistant General Secretary, Lead Officer and members of the NEC in attendance.

I advised you previously that the NEC had instructed me to obtain a report from the Regional Organiser with regards to the local meetings that were taking place that would hopefully resolve this dispute over the need to improve working relationships between RMT members and Victoria Line management (Ref: IR/399/19, 2nd October 2019).

That we note the report from the Lead Officer; regarding the degrading by the company of the agreement reached at ACAS despite the union suspending Strike Action. London Underground's inability to manage its own lower echelon management and keep its house in order is its own sad affair until it impinges on the health, safety & welfare of its staff our members, and agreements once mutually reached with this union.
