LUL and TfL pay latest

Circular No. IR.275/09: RATES OF PAY & CONDITIONS OF SERVICE 2009, REDUNDANCIES AND BREACH OF AGREEMENTS - LUL and TfL

At a meeting of the LUL Company Council last week, the company’s pay offer was further discussed. There was no further movement by the employer and so their offer still stands as follows:

Year 1: 1.5% increase from 1st April 2009 Year 2: February 2010 RPI + 0.5% or 0.5% whichever is the greater from 1st April 2010

It is our intention to fully consult with representatives and management have agreed in principle to facilitate release from duty to enable this. However, at the time of writing there remains another sticking point.

Management had put an initial deadline of 16th September 2009 for acceptance, or otherwise, from the Trade Unions. They said a deadline was necessary to enable them to merge the former Metronet payroll system into LUL’s. We in turn made it quite clear to them that we needed until 6th October 2009, to respond on this year’s pay claim. Furthermore, ASLEF informed them they would also require a later date of 5th October.

What then transpired was that LUL moved the date back as requested, but only until 25th September, a date incidentally that was agreeable with TSSA and Unite.

I have since written to the company expressing our extreme disappointed that they have failed to take on board the representations made to them by your Regional Organiser at the Company Council meeting. I went on to say that I see no reason why the arrangements they need to put in place to merge payroll systems cannot be put back until on or after 6th October, as this date is crucial to us if we are to properly consult with our members.

I was at the time of writing still awaiting their response which will be made known to representatives as soon as we are able to do so.

In the meantime, TfL have confirmed their final offer as follows:

YEAR 1: 1.5 PERCENT YEAR 2: RPI PLUS 0.5 PERCENT YEAR 3: RPI PLUS 0.5 PERCENT

This is similar to the LUL deal only a year longer. It would appear that TfL management have the confidence to table an even longer multi-year deal because, unlike on the Underground itself, RMT is the minority Union in this company. We will nevertheless be giving this offer our consideration.
