RMT Will Ballot For Tube Strike Immediately Should Job Cuts be Announced

We note the correspondence from London Underground Ltd dated 13 November 2013, advising that the company is to reveal its ‘Stations Operating Model’ and formally launch consultation on the morning of 21 November 2013.

We anticipate that this will include significant job cuts. We note that other LUL jobs are also under threat, including from: preparations for driverless trains; use of new technology as a pretext to cuts jobs on engineering and fleet, for example ‘auto-preparation’; non-filling of vacancies; planned job cuts in service control; and the continuing use of agencies instead of permanent jobs.

We note the extensive consultation with our reps, branches and regional council, and their determination to fight any job cuts in all grades that this union represents. In line with their views, it is our intention that in the event of an announcement of job cuts, RMT will:

  1. immediately ballot all London Underground Ltd members for strike action and action short of strikes
  2. run a proactive public and political campaign to seek support for our stance, and for an integrated, publicly-owned, well-staffed London Underground
  3. produce information material for members in all London Underground grades explaining the issues and keeping them up-to-date
  4. involve our members, reps, branches and regional council in drawing up proposals for imaginative and sustained industrial action if and when necessary
  5. seek joint action with the other LUL trade unions
  6. fight this battle under the slogan EVERY JOB MATTERS: DEFENDING JOBS ON LONDON UNDERGROUND

We therefore instruct the General Secretary to:

  1. place this matter in front of the GGC on 21 November 2013 with full details of the company’s proposals.
  2. prepare a ballot matrix of all LUL members
  3. vigorously promote our London Underground members’ rally on Tuesday 26 November, including through text, email, leaflets and posters
  4. immediately begin preparing publicity materials, including stickers and leaflets, so that they can be ready for distribution at the rally
  5. seek urgent discussions with TSSA, ASLEF and Unite before 21 November 2013.
