What is a National Executive Committee decision?

RMT To Ballot For Industrial Action Over Tube Use Of Agency Workers

We note the continuing widespread use of agency labour by London Underground Ltd (and other parts of Transport for London): as of 2 April this year, there were 829 'non-permanent' staff on London Underground Ltd. LUL’s continuing use and abuse of agency staff is seriously detrimental to LUL employees, as it undermines their opportunities to obtain and retain work and creates disruption in the workplace Ltd. We reaffirm our demand that LUL stops using agencies and offers their workers permanent employment - including those of the 33 former Trainpeople employees that it has not yet employed. LUL should sack the agencies - not the workers!

We note the report on file on the progress in preparing the ballot matrix for this dispute. We instruct the General Secretary to forward this to the Council of Executives’ Organisation, Education and Training Sub-Committee for inclusion in its current consideration of improving ballot matrix preparation.

Now the matrix is complete, we instruct the General Secretary to proceed with the ballot, and to:

  • send a personal letter by post to all members being balloted, strongly urging them to vote Yes
  • follow this up with emails and text messages
  • ensure that branches and the Regional Council are systematically visiting workplaces canvassing members
  • produce a new leaflet to be distributed around workplaces, explaining the issue

London Transport Regional Council and branches to be advised.
