Breach of Casualisation Dispute Continues And May Be Escalated

We note that London Underground Ltd continues to breach the settlement of our 2008 Casualisation dispute, in particular in its deployment of ICSAs, continuing use of agency staff, and plans to introduce mobile station supervision.

Noting the correspondence with our legal advisers, we instruct the General Secretary to send a letter to all LUL members reminding them of our ongoing industrial action in this dispute.

A resolution was received from our East Ham Branch was as follows: -

“We note TfL’s determination to bulldoze through further job cuts on London Underground (LU) and we note previous duplicitous statements by senior LU managers that customers and staff should be assured that all LU stations will continue to be staffed at all times and all stations with a ticket office will continue to have one.

RMT In Dispute With LUL Over Poor Guidelines Regarding Clearing Snow From Platforms

I write to advise branches that a formal complaint has been made to LUL on the subject of snow clearing and winter weather. The RMT Stations Safety Council has raised this as an issue with the company without resolution and has now exhausted the machinery. The Stations Safety Council has raised the following items with the ORR and the company:

  • Insufficient local, practical training packages are available and have not been delivered to staff.

Annual elections for Reps and branch officials at this months Branch AGM
The time of year has come where RMT members of the Jubilee South Branch get to choose who represents them. This takes place at the Annual General Meeting of the branch which this year takes place on 28th November at the Spice Lounge above the Blue Eyed Maid on Borough High St Starting 16.00hrs All workplace Rep positions on Stations and Trains both Industrial relations & Heath and Safety are due for election.

Tube Bosses Claim There Will Be No Driverless Trains In 'Near Future' And State Changes Are Anticipated For Station Staff

We note the report of a meeting that took place yesterday with two Directors of London Underground Ltd. It appears that this meeting did not take place in line with our previous decision of 25 October 2012, and instruct the General Secretary to obtain an explanation of this and to place it in front of us.

We note that in the meeting, LUL stated that:

  • there will be no driverless trains in the near future
  • the Bakerloo line upgrade due in 2020 as yet has no agreed funding
  • it anticipates employing more station staff as the service frequency increases

RMT To Discuss Release Arrangements For 'Level 2' Reps In Various Grades

We note the report from our Regional Organiser, that in practice, our level 2 and tier 2 reps for stations and revenue control (10 reps) and trains (6 reps) have full-time release; we note that additionally, there is a full-time-release representative for Upgrades for trains and for service control. In all other functions – engineering, fleet, MATS, and service control – level 2 and tier 2 representatives are released on an “as and when basis” which can amount to nearly full-time release in practice in some, but not all, cases.

Ticket Office Discrepancies

As a new batch of surplus/loss letters have just gone out I am re-circulating the attached pro-forma memo for you to use in response to any letter you receive.
If you know a discrepancy has arisen because of machine failure or similar then write your own memo giving this information. If you do not know why a discrepancy has occurred I suggest you use the attached.
