What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

Three day strike called in train preperation cuts plan dispute

Subject: EXTENDED TRAIN PREPERATION SCHEDULE – LONDON UNDERGROUND

That we note the report from our Lead Officer regarding the request from our LU Fleet Branch for industrial action due to the planned imposition of vastly inferior; bordering on non-existent safety checks on trains before they enter passenger service, which is solely for the purpose of implementing the Conservative Government’s Department for Transport and the London Mayors cuts to London Underground.

Strike Action

Accordingly; we instruct all affected Fleet members (except members in REW/Transplant/TMU) to take industrial action in the form of a strike for all shifts commencing between:

07:00hrs on Friday 17th May to 07:00hrs on Monday 20th May 2019 (3 days)

Actions Short of a Strike

Also; we instruct ALL affected Fleet members to take the following industrial action in the form of the following actions short of a strike from 07:01 on Monday 20th May 2019 until further notice:

• No working without a valid Risk Assessment • Refusal to changing or swapping of shifts • No lone working • No working without a LU qualified First Aider at Work on site • No task to be carried out, without a valid and up-to-date VMI, QP or WI • No working at any other location then your home location or associated sidings and callpoints • No carrying out a task without a valid license • No working without a Fire Warden on site

This is in addition to the current action of;

• No training for tasks that are not part of your substantive role, or training of staff to do tasks that are not their substantive role

Further; we note the pending meeting in Unity House at 11am on Tuesday 7th May 2019 regarding this matter of all Fleet IR and H&S Reps, with members of the Trains Functional & Trains Safety Council.

We remain open for talks.

Members to be advised by email & text.

LU Fleet Branch, all operational London Underground branches and the London Transport Regional Council to be advised.
