Removal Of London Overground Guards Due To Osborne Cuts, Will Result In RMT Action

That we note the latest correspondence on file following the announcement from Transport for London (TfL) to introduce Driver Only Operation (DOO) on the whole of the LOROL network. We note that at an initial meeting with the LOROL senior management held yesterday at Overground House and led by their Managing Director, our Lead Officer & our General Secretary both argued in line with RMT policy that this union is completely opposed to the scrapping of the Conductor Guard grades and the implementation of DOO.

This General Grades Committee (GGC) is appalled at the claim, by LOROL, that TfL have “exercised a clause in their contract” giving only six months to implement DOO on the network by the December timetable and we are astonished to discover that they have commenced this process without first achieving the necessary Safety Validation certification required.

Further this GGC is disgusted at the attempt to implement ‘no strike clauses’ in the proposed Voluntary Redundancy (VR) scheme and proposed Flexibility & Attendance Bonus in a shameful attempt to bribe our members.

This GGC recognises that this has been brought about as result of the 12.5% cut in TfL funding announced in George Osborne’s Comprehensive Spending Review and will be resisted by this union with all means at our disposal, including industrial action.

We therefore instruct the General Secretary to;

  • Organise special branch meetings of our relevant branches seeking support of our entire LOROL membership to oppose these proposals.
  • Organise a mass meeting of our Conductor Guard members to be held at the Exmouth Arms public house on Friday 19th July 2013 to report back that days discussions immediately to our members.
  • Initiate a campaign of protest targeting Mayor of London, the GLA and TfL and to seek support of GLA and TfL Board members for our campaign.
  • Provide information to be included for question to Mayor, question in Parliament and an Early Day Motion (EDM)
  • Contact Trades Councils along the route seeking their support to organise a series of mass meetings and inviting all members as well as the wider TU movement, passenger support groups etc.
  • Provide all necessary materials in support of our campaign including stickers, leaflets, posters etc.

Finally the GS is instructed to prepare a ballot matrix of all LOROL members in preparation for an industrial action ballot.
