BREACH OF CORE WORK AGREEMENT, CONTRACTING OUT AND USE OF SECONDARY CONTRACTORS – FLEET GRADES – LUL (LUL/13/1) The Lead Officer has recently advised that our Fleet Reps have registered a failure to agree on two issues; S-Stock Shoe Gear Replacement and Breaches of the Core Work Agreement.
CLOSURE OF LILLIE BRIDGE DEPOT – LONDON UNDERGROUND (LUL/15/1)
As Branches and members may recall (Circular No. IR/584/13, 7th October 2013), agreement was reached to resolve the previous dispute with London Underground in 2013 over the proposed closure of Lillie Bridge Depot. However, it now seems that this agreement has been breached and I have recently received the following resolution from our LU Engineering Branch:-
“Ballot of all RMT members in Lillie Bridge Depot and those affected. Lillie Bridge Depot Closure and Breach of LU Company Council Agreement.
RMT to ballot for action at main tube track maintenance and renewals depot.
TUBE UNION RMT confirmed today that it has begun preparations for a ballot for both strike action and action short of a strike for all staff working out of the main track maintenance and renewals depot at Lillie Road in Earls Court.

Further to my previous Circular (IR/029/16, 5th February 2016) the meeting with Tube Lines Reps, the Senior Assistant General Secretary, National Executive Committee and Lead Officer took place at Unity House on Tuesday 23rd February to discuss Pay, Night Tube and Pensions.

BUYING AND SELLING HOLIDAYS POLICY – ALSTOM METRO TRAINS (LUL/7/1)
The Lead Officer recently submitted a report enclosing a policy document received from the Company over the concept of buying and selling annual leave entitlement on a voluntary basis. This matter has been considered by the National Executive Committee, which has reiterated that this Union strongly opposes any form of holiday purchase schemes because all workers should be entitled to a living wage and quality time away from work and should not have to trade one off against the other.
RMT suspends first phase of strike action in tube safety dispute.
Tube union RMT confirmed today that a first phase in a programme of industrial action involving nearly 1500 maintenance and renewals staff on London Underground and Tube Lines, in a fight over basic safety issues relating to what are known as “Section 15 possessions”, has been suspended after the union received confirmation that changes will be put on hold for two weeks to allow for a comprehensive safety review.

I refer to my previous Circular NP/029/16, 22nd January 2016, following further correspondence from our branches and representatives this item was placed before the National Executive Committee on 28th January for consideration where the following decision was made:
“We note the further correspondence on file, and the views expressed by reps and branches.
TRACK PATROLLING, CLEHSAR STAFF – LONDON UNDERGROUND (LUL/14/1) Further to my previous Circular (IR/011/16, 14th January 2016), members will be aware of the dispute situation with London Underground over its decision to train Cleshar Staff to undertake track patrolling duties.
The ballot papers were posted out to affected members on Tuesday 19th January and the closing date for this ballot is Tuesday 2nd February 2016. I will keep you advised of all further developments.

“The feeling of the members regarding parity of pensions has gone on for far too long. We feel the time is right to ballot all Tube Lines members on the pensions issue.
We strongly believe that no agreement should be implemented on Pay or Night Tube until this long standing issue is resolved. (No Pensions, No Night Tube).
