ISS, Initial And Carlisle Cleaning & Security Members To Take Industrial Action

IMPROVING PAY & CONDITIONS – CARLISLE CLEANING & SECURITY (DOCKLANDS LIGHT RAILWAY) (DLR/10/1)

I write to advise branches that following the recent yes vote in favour of industrial action, the company agreed to a seven day extension to our ballot and further talks took place. However no agreement has been reached, the General Grades Committee has now considered this matter and has taken the following decision: -

Test Train Drivers Industrial Action Begins On December 1st

Following our test train members’ vote for industrial action, and having discussed this with our representative, we instruct our test train members to take industrial action by refusing to test trains being prepared for driverless operation. This action is to start at 00:01 on Saturday 1 December and continue until further notice.

Tube Lines Members Ready To Take Industrial Action Over Christmas If Necessary

We note the report on the members’ meeting that took place yesterday, and welcome our members’ determination to pursue this dispute by taking industrial action at targeted, strategic times, including over the Christmas and Easter periods.

We instruct the General Secretary to:

  • place this matter in front of us as soon as recommendations are received for proposed further action
  • arrange for the production and distribution of a newsletter for Tube Lines members
  • ensure that our previous decision to organise two mass meetings – so that members on all

Tube Lines Industrial Action For This Week Cancelled

That we note the report on file from the lead officer stating that all planned engineering work scheduled to take place during our proposed strike action is now cancelled.

Further, we note a mass meeting of our affected members is to take place tonight, Wednesday 21st November 2012 at which the assistant General Secretary will be in attendance.

Therefore, we instruct the General Secretary to suspend all strike action planned to take place on or after 0600hrs on Friday 23rd November 2012 and 0559hrs Saturday 24th November 2012.

A resolution was received from our East Ham Branch was as follows: -

“We note TfL’s determination to bulldoze through further job cuts on London Underground (LU) and we note previous duplicitous statements by senior LU managers that customers and staff should be assured that all LU stations will continue to be staffed at all times and all stations with a ticket office will continue to have one.

RMT In Dispute With LUL Over Poor Guidelines Regarding Clearing Snow From Platforms

I write to advise branches that a formal complaint has been made to LUL on the subject of snow clearing and winter weather. The RMT Stations Safety Council has raised this as an issue with the company without resolution and has now exhausted the machinery. The Stations Safety Council has raised the following items with the ORR and the company:

  • Insufficient local, practical training packages are available and have not been delivered to staff.

Report On Transfer Of Members From TFL To London Underground

We note that the two reports instructed by our two previous decisions have still not been submitted, and instruct the General Secretary to obtain these reports without any further delay.

Christmas And New Year Payment And Leave Arrangements 2012/13 – London Underground

We note the report from our Regional Organiser and the responses from our representatives, expressing dissatisfaction with the company’s position. Accordingly, we instruct the General Secretary to seek talks with London Underground Ltd on this matter, and to place any developments in front of us.

Initial Cleaning Members To Take Industrial Action Over Pay

We instruct all members on this contract to take strike action by not booking on for any duties starting at or after 05:30 on Friday 30 November and to return to duties starting at or after 05:30 on Sunday 2 December.

We instruct the General Secretary to:

  • send a personal letter by post to all members involved, explaining this action.
  • email our London Underground members, urging their support for this action.

Strategy Proposal For Fighting Job Cuts And Attacks On Tube Driver Conditions

As I understand it, the main current issues facing drivers are:

  • a clampdown on discipline and attendance
  • LUL refusing to confirm that Met line T/Ops only will operate the S7 train on the Met line
  • plans to deploy I/Ops on lines other than their own and/or to cross-train other lines' T/Ops or
    I/Os as occurred on the Met line
  • new drivers being repeatedly moved from depot to depot
  • the possible development of a pool of drivers covering a larger area than just one depot, or
    even one line
