RMT Disappointed At Tube Bosses Failure To Address Industrial Relation Issues

We note the revised terms of reference received from London Underground Ltd.

We believe that these are currently insufficient. We are concerned that they suggest that the employer may wish to ‘water down’ the Machinery of Negotiation and Consultation. We are disappointed at London Underground Ltd’s failure to address basic industrial relations issues.

Incorporating The Machinery To Ensure Parity For Delegates’ Release

That we note the resolution from the Black and Ethnic Minorities Advisory Committee on this issue and the General Secretary is to make sure this matter is considered in the review of the LUL machinery regarding time off for trade union activities. The General Secretary to place any developments back in front of the Council of Executives.

Machinery Of Negotiation Review Update

We note that further talks have taken place on this matter, and that the employer has drafted proposed constituencies.

We further note the request from the employer for our membership numbers. We authorise the lead officer to provide these numbers through an appropriate method, for example through the auspices of ACAS. We require and expect the company to reciprocally provide us with the numbers of employees in each of its proposed constituencies.

RMT Push For More Representatives

We note the correspondence from Transport for London and the report from our Regional Organiser. In the review of the framework, RMT will press for an increase in representation, including recognition in all departments where we have members.

All developments, including reports of meetings and notifications of future meetings, are to be placed in front of us.

London Transport Regional Council and TfL no.1 branch to be advised.

RMT Awaits Met Line Upgrade Letter Response

We note the report from our Regional Organiser, attaching a report from our LU Trains Upgrades representative.

We instruct the General Secretary to seek confirmation that the letter to London Underground Ltd instructed by our decision Gww 18 December 2012 has been sent, and to place any reply in front of us.

RMT Insist On Maintaining Or Improving Release For Reps So Members Can Be Properly Represented

We note the resolution from our LU Fleet branch.

During the forthcoming review, we will insist on maintaining or improving the total amount of release afforded to our representatives, and will seek a more even and appropriate distribution of release across the representatives in various functions. Every member in every grade should have access to reps with release that makes them available when required.

This matter is to be placed in front of us when further responses are received from branches and representatives.

RMT Pursues Fair Representation in Review Of London Underground Machinery Of Negotiation

We note the correspondence from London Underground Ltd and wish to continue with the status quo pending the review of the Machinery. We instruct the General Secretary to seek agreement with ASLEF regarding this, and to ensure that the strongest possible representations are made during the review for a fair allocation of representatives in line with our previous and any future decisions.
