That we note the report from our Lead Officer and commend our Train Safety Council on the progress made so far on this serious matter.
We instruct the General Secretary to place an updated report back in front of the NEC upon any significant developments and/or prior to the November 2019 implementation date.

RATES OF PAY & CONDITIONS OF SERVICE 2019 - LONDON UNDERGROUND
Further to previous correspondence, your RMT negotiating team has attended a series of talks with the Company at ACAS and a revised offer has now been received which is as follows:-
Year One
• A 2.7% (February 2019 RPI + 0.2%) consolidated increase for all grades from 1st April 2019
• A minimum increase of £750 (pro-rated for employees working less than 35 hours per week)
Year Two

TUBE UNION RMT has announced strike action by Train Operators working on the Central and Victoria lines arising from a breakdown in industrial relations in two separate ongoing disputes.
Subject: BREAKDOWN IN INDUSTRIAL RELATIONS, TRAIN OPERATORS, VICTORIA LINE – LONDON UNDERGROUND
That we note the Lead Officer and our Negotiations Team have reviewed the lack of progress made by the company on this matter along with correspondence from the company which is unsatisfactory; and are recommending strike action should be called.
Accordingly; we instruct all affected members to take industrial action in the form of a strike by not booking on for shifts commencing between:
SUBJECT: BREAKDOWN IN INDUSTRIAL RELATIONS, TRAIN OPERATORS, CENTRAL LINE – LONDON UNDERGROUND
That we note the Lead Officer and our representatives have reviewed the lack of progress made by the company on this matter along with correspondence from the
company which is unsatisfactory; and are recommending strike action should be called.
Accordingly; we instruct all affected members to take industrial action in the form of a strike by not booking on for shifts commencing between:
Subject: PAY, TERMS & CONDITIONS, PROTECTION STAFF – MORSONS AND CLESHARS (LU CONTRACTS)
That we note the report from the Lead Officer, and instruct the General Secretary to arrange an urgent meeting between the workplace representatives, the Lead Officer, Senior Assistant General Secretary and members of the NEC in attendance.

Bob Crow’s Branch and the London Transport Regional Council to be advised.
That we note the Lead Officer has consulted the representatives regarding the lack of progress by management on this issue; and our members need protection from the excessive noise where these poor track conditions exist.
Therefore, we instruct the General Secretary to ballot all Train Operators and Operator Instructors on the Jubilee, Central, Victoria and Northern Lines for industrial action for action short of a strike; namely:
RMT representatives met London Underground management today at ACAS.
Significantly, LUL management has now agreed that they share RMT’s aspiration to reduce working hours for all LUL staff.
