RMT PMA Dispute Progresses Following 'Unacceptable' Tube Bosses Position

REVIEW OF DISCIPLINARY AND GRIEVANCE PROCEDURE – LONDON UNDERGROUND (LUL/4/4) Further to my previous Circular (IR/432/13, 25th July 2013), this matter has been listed on the LUL Company Council agenda where we raised the issue that having the same PMA present at a CDI and any associated appeal created an unfair bias in the process. The involvement of PMAs in the disciplinary process has been disputed by RMT for some years now as we see it as an additional management resource. The Company response stated that they see no evidence to suggest that any unfair bias does exist as a different Manager is appointed to hear each stage and the PMA, whose role is to ensure a fair and impartial process is followed, has no decision making authority. The General Grades Committee has considered this matter, noted the Company’s position to be unacceptable, and taken the decision to liaise with Branches and the Region over how we can escalate this matter. I would be very grateful if Branches could discuss this issue and forward any responses by e-mail to Louise Marshall, Industrial Relations Department at l.marshall@rmt.org.uk. I look forward to hearing from you.
