Reps: Do Not Enter Consultation Locally On New Rosters

TO ALL RMT LONDON UNDERGROUND REPRESENTATIVES (ALL GRADES)

ACTIVISTS AND BRANCHES

19th May 2015

Dear Colleagues

NIGHT TUBE ROSTERS – NO LOCAL CONSULTATION ANYWHERE UNTIL FURTHER NOTICE

Yesterday I had cause to get a message out to all Trains Staff Representatives advising them of management’s unilateral intention to roll out consultation on the Night Tube rosters to local level and that drivers’ reps will be approached accordingly. This is despite there being no agreement to do so as well as the fact that Night Tube, at management’s own behest, has now become embroiled with this year’s pay claim.

It now seems clear that whatever comes out of the pay talks, LUL remain focussed on getting Night Tube services fully introduced on 12th September 2015.

Now that management have made it known that they are seeking local discussions on Night Tube rosters with Train Staff reps at local level, there is every reason to believe that similar approaches will be made amongst all other grades.

Should this be the case, then my advice to all other grades’ representatives is the same as that given by me to the drivers’ reps yesterday:

DO NOT co-operate whatsoever in local roster consultation until further notice. Should managers attempt to approach you on this then refer them to me.

Negotiations at Company Council level are far from exhausted and to say that management are jumping the gun is a massive understatement. We had made it quite clear to them that their current offer of a one-off payment for the introduction of life altering working arrangements is woeful and that the same goes for their pay offer.

So in the knowledge that Company Council level negotiations are going nowhere at present, management clearly intend to push through the changes they want at local level so be on your guard. Despite claiming to be “..in accordance with the terms of our existing collective agreements,” this local approach starting with Train Staff is in fact a breach of the negotiating machinery and a hostile act.

For our part we will continue to insist that Night Tube continues to be dealt with at the level of the negotiating machinery that it should be. We will also be seeking common grounds with ASLEF in dealing with this matter.

In the meantime Representatives should now be fully aware of our position and what is now expected of them.

With best wishes.

Yours sincerely
