What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

As Boxing Day Tube Use Increases, RMT Calls For Equal Bonus For All Grades

We note the correspondence from London Underground Ltd dated 13 September and 1 October 2013, and the discussion of this item at the Company Council meeting on 26 September 2013. This correspondence confirms that the LUL/ASLEF agreement traded changes to the Train Operators Resourcing Agreement (TOPRA) for the £350 bonus for working on Boxing Day.

We note that LUL invites RMT to suggest similar trading of conditions for an equivalent bonus for other grades. However, while RMT believes that all grades should be treated equally, and that a member’s grade is irrelevant to the inconvenience of working on Boxing Day, this union will not offer members’ working conditions for sale.

We further believe that members in other grades have earned the bonus through productivity already delivered. For example, there has been no increase in pay or bonus to reflect the increased workload arising from the OSP job cuts in 2011; nor for the significant increases in service levels and passenger numbers on Boxing Day.

We therefore instruct the General Secretary to reply to the company setting out this position, requesting full access to the company’s finances so that we might identify potential savings, and tabling this issue for discussion at the next Company Council meeting.

Reports and developments are to be placed in front of us.

London Transport Regional Council, branches and London Underground representatives to be advised.
